The National Employment Pact (NEP)

already founded shortly after the revolution in the spring 2011. The NEP is a practical response to the challenges of growing Egyptian youth unemployment, especially in the so-called segment, “Blue Collar workers”. Initiators of the NEP are the German-Egyptian business community in close cooperation with the GACIC. It is supported by the German Development Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and former funding of the German Federal Foreign Office (AA). The NEP is under the patronage of the German Embassy in Cairo.

The objectives of the National Employment Pact (NEP) are:

  • to provide the greatest possible number of jobs and place it with matching job seeker’s . The NEP does this by the professional employment facilitation, particularly in the “Blue Collar segment” (unskilled, semi-skilled and skilled workers without university education).
  • to turn very special attention to the quality of employment. Egyptian companies are supported by the NEP to create fair and decent jobs, to implement a motivating work environment and thus increase the productivity of the workforce.

Right now, in the Greater Cairo area three NEP Employment Agencies are working successfully and serve young Egyptians as the gateway to the world of work. Job seekers will find advice and orientation; companies will find a platform to offer their “blue collar” jobs, as long as they meet the quality criteria of the NEP: Only fair and decent jobs. 

The initiative of the NEP serves as a role model for future Employment Agencies in Egypt.

ExperTS in practice: Examples of cooperation

The ExperTS Integrated Expert represents the AHK Egypt in the steering committee meetings of the National Employment Pact (NEP). In this committee, the strategic decisions of the NEP are taken. In addition to the GACIC and GIZ there are prominent German, Egyptian and international companies in this committee such as Siemens, Mercedes, Bavarian Auto Group, Kuehne & Nagel, Pepsico , Amereller , BASF, ThyssenKrupp , Sekem, Bavaria, Hassan Allam Holding, Egyptian Refining Company.
Together with the GIZ program which ensures the technical support for the National Employment Pact (NEP) the ExperTS Integrated Expert coordinates the daily operational and administrative planning of the service within the Employment Agencies for the GACIC. In particular, budget, personnel, salary and training matters for the Employment Agency are coordinated. Parallel, the managers of employment agencies get advice on all technical questions concerning the labor market, human resources and training.
The activities of the National Employment Pact are brought closer to the public especially the private sector via different social media. In addition to the web site, Facebook , etc. there are regular news in the monthly e-newsletter of the GACIC and at the bi-monthly GAT magazine of the GACIC.
